If he ordered the inline rudder/strut system, it should work as the strut setback looks only to be about 2"........................i didnt notice it. It is a cat strut though and we would have to build a standoff so the nose isn't in the transom.

I'm coming in kind of late, did you check out Zipp Kits hardware. Joe's Z strut works good on a mono ,I used one on my NQD high wind upgrade,also on an old Dumas mono rebuild. Actually i think my hull is about 23 inches. Hah. Sorry. So would that work you said? I would like something with everything i need to run so i dont have to spend more money.
