Just evenly and carefully put an edge on it. No science to it. Just do it as straight and evenly as you can. It makes a couple mph difference depending on how dull the rudder is.

I used a fine metal file to start the edge while clamped (loosely) in a vise. Then used a 120 whetstone to finish the edge. It will cut.

Problem is, how do you know how much is enough and what constitutes sharp? For some it slits throats and for others it almost cuts bread!

Hahaha. Yup, your catching on. Question is, how much time and money are you willing to spend to find out?

I would go as far as I can to reach 70 or more but parts are not readily available for me.

Well let me answer some questions for you.

Sharp....Well the sharper the better to a certain extent. You get it too thin and the edge will fold over easy or dull easy from running it. Just sharpen it to where you could cut yourself if you were to run your finger over it with a little pressure.

The detounging. Do a little at a time. Say 1/16 or so. Try it and see how it does. Ask yourself if you need to be able to jump the boat out the water? If not then a bit of the toungue can be mostly removed. I'll take some pics for examples shortly.

Those are the packs I'm waiting to run but of the 2 I ordered, 1 came dead. So waiting for replacement. Sharpened props some more today, sharpened rudder some, smooth the flex shafts. Hopefully tomorrow I can get a decent run.
