The water pickup tube will go right down the rudder hinge in the Graupner hardware. Put a bevel on the end of the brass tube (5/32" if I recall) and position it such that the bottom of the pick-up tube is about even with the top of the propeller.

Essentially, yes.

Start with the balance point at about 30% of the hull length or about 8-3/4" from the transom.
