    Trim tabs I would put level or up 1/8" from level,
    Turn fins I would get up and out of the way for now.
    Need to see where the cells are setting in the hull for RTR and a better picture of the inside,
    And dead on back of transom to.

      Everything spins good, which leads should I shorten? Motor or esc? Or just start from scratch again? I figure it has to be close!

          cut the esc wires and re-do bullets so it just reaches enough to connect to motor. more wire=more resistance....heat is no good.And if you are running 4s2p like you say then make sure you have good y conn. for your lipos...its all about weak links in a boat.

              take off the turnfin mounts and reverse them left to right they should be pushing the fin outwards not inwards, Maybe if you can take out the battery trays and use Velcro or fiberglass battery trays instead to be able to tune your cog. That is if you need to move them back, if not leave as is. Possibly try to organize the wiring too so you can see whats going on in there.

                  What is stuffed up there in the bow of the boat ?
                  Also how does the hatch seal work for keeping the water out ?
                  I am looking to do that to mine but with one thumb nut on the very top of the hatch,
                  So it pulls all the hatch down at once with just one nut.
                  The cells look like they should be pretty good there,
                  What is stopping them form going any farther back to the transom ?
                  Also when I said trim tabs leveled and up 1/8",
                  I meant take a straight edge from bottom of boat to the middle of the bottom of the trim tab.
                  Than bring the tabs up so you have a gap of 1/8" from the straight edge to the trim tabs back edge.
                  And take it slow at first because it may air the boat to much,
                  So be on your game when testing it.

                    It is foam in th bow.
                    I just got back from great hobbies with new cooling line, temp gauge, and some clamps to hold lines.
                    Servo mount on the one side keeps the battery up. I really hope it airs it out since it was pretty wet.

                      That foam is also added weight to the bow of your boat,
                      Where do you normally put the packs at ? At the end of the foam ?
                      My pack or packs sit in front of the motor or some time I move the pack 3"forward to get a little more speed.

                          Stop trying to do wheels with the boat and focus on the goal.
                          You need to go easy on the throttle and build up to the speeds,
                          And also run it in a longer straight line than that to get good gps speed and see how it is planing out.
