I have some boats from China where only the teflon tube extends beyond the transom and into the stinger. The teflon is very thick walled and accounts for the large diameter. The idea is to allow adjustment of the strut very easily rather than the necessity to bend the brass tubing! The brass stuffing box ends at the transom, not beyond it.
I don't know if this is the same in your situation but it may explain it. I actually kinda like the setup myself!
