I'm wondering whether the flood chamber gives you less speed as Mono's don't seem to go as fast as they do in the States.

the racing times are much longer in Europe. Also a flood chamber makes balancing the hull much more challenging.

Yeah I haven't got into any of the races yet but maybe when I have tested out my Cyber Storm will give it a go. They seem to do it by mile long races a lot here but I have seen a few SAW races.
A flood chamber will make very little if any difference to the speed of the boat whilst planing, I don't know the Cyberstorm (most Monos over here are stepped hulls) but some hulls require weight to keep them on the water and some don't, if yours doesn't then the chamber wall and possibly lead will add a little weight and affect performance slightly (still well worth doing though), if it does need weight it wont affect performance at all. Balancing a hull with a flood chamber is easy just put your battery as far to the left as you can get it, stick it in the bath upside down and see if it turns over, (make sure you have a race number on it I have seen a fair few boats that passed the bath tub test but failed to self-right on their first heat with the high weight of the number) if it does your golden and if not tip it up and check for trapped air and cut more holes as needed then add lead a little at a time as far left as you can get it, if it rights but not fat enough look at the bubbles, if the bubbles come out for a while you need more holes, if the bubbles stop quickly but it take a while to sink you need more weight. I guess you will be making your own chamber which is a balancing act to avoid adding weight, as the bigger the chamber is the less offset you can have your battery and vica versa. Pompebled wrote a nice guide to installing a flood chamber over on RC Groups.
Our speeds are lower here because of the extra runtime we run that Steve mentioned (mono races are for 6 minutes +10 second mill +in lap, and depending on where in the UK you are the 560g or 5000mAh cell limit gives you roughly half the energy to do it with. A Mono2 has at about 1/5th of the power a balls out American P Mono boat has, 1/3rd the power of a P Offshore and 1/2 - 2/3rds the power of a P Spec Mono.
Do try racing, its a lot of fun amongst a great bunch of friendly and like minded folk. I would guess a good Mono2 would cover somewhere in the region of 4 miles give or take during the course of a race.
