    Yes sir, come inside the cowl just far enough that the reinforcement won't interfere with the cowl going on.
    Stand the spruce up on the 1/8'' side and epoxy it in place. It looks like the hatch area is flat, if that is the case this will ba a piece of cake!!
    If the deck is curved at all , cut the spruce pieces to length and use the hatch opening to mark the curve on the spruce. Sand it to shape and epoxy it to the hatch. Add some glass strips on the INSIDE of your framework if you'd like. Run it up the side of the spruce down onto the hatch.
    Your new hatch should fit perfectly and stay that way.
    Be sure to lightly sand the inside of the cowl where the spruce (glass)will go with some 80 or 100 grit so that the epoxy will bond well, and seal any exposed spruce with epoxy to waterproof it.
    1/8" plywood would work well also if you have a way of cutting some 1/4" strips
