Typically a Cat doesn't need a turn fin, they are mostly stable in turn because of their design. Hydro's normally use them to fight lift on turns, to keep them in the water. Vees can run either way.
My prop hasn't been wet in a while.

Why does the Blackjack 26 come with two turn fins?

Because it can't turn without them due to the steerable outdrive.
