Turn fins and trim tabs are not hardware typically used on a cat, they are for v hulls. Only time I've heard of some one using tabs on a cat was Fluid and he was going for saw records. Think he said they didn't do much till the 80 mph mark or something like that.
Adjustments on a cat are generally made with CG, strut height and angle.
That being said put it in the water and see what happens. An hour in the field is worth four in a book or forum.Comment

Might be a good idea to run that Spartan stock with 2 3's a few times before modifying it. Once that boat breaks 50 out of the box it does some serious chine walking
