Hi, I'm running 25" with a 88 max amp motor, 120 esc and two 3s 2200 mah 25c lipo batts. When i run the throttle the speed will fluctuate, sometimes turn on and off.

If you really want some help here you need to give us all some more info on your boat.
Hull, Motor, ESC Battery, Prop? when you post these general questions its hard to help.

Check your CAPS on the ESC .... Have a look to see if the ends of the caps are rounded , cause they should be flat , this could cause your problem , just because your motor is rated 88 amps ,it could draw double that by over proping ....UL1- 1515 castle/neu / 240 swordfish

Throttle Fluctuation
Would my receiver have anything to do with motor cutting in and out, the servo for the rudder is working fine.

Are you running the batteries in series or parallel....did you flip the hull and components get wet?
