There still may be a difference between 4(1S2P)S and a 4S2P. In normal use I don't think you'll notice one.
But imagine the situtation when a single cell inside a pack is killed or short-circuited. Due to parallel connection the pack trys to be balanced:
-4S2P: Both packs should have the same voltage, stray electric current will occur over the main wires till the voltage is balanced
-4(1S1P): The "good" cell will try to support the "bad" cell directly over the connection
