This may not be the right place for discussion, Chris, so I apologize in advance...but the answer to my question may prompt a sale from someone like me who doesn't know yet. What is the reason for cutting down a larger prop like these?

Alot of the Elect. .SAW guys request props cut like this . it raises the pitch ratio ! You get to turn a higher pitched prop with a smaller diameter which will some what unload your set up thanks chris
