proboat impulse 31

i have a brand new proboat impulse 31 have two 3s lipos on it and it keeps losing a signal within 5 foot dosnt seem to steer much and even out of the water it does not seem to be getting full power im pretty dissapointed considering i just spent all this money, and i dont know why its happening or where to start any help would be greatly appreciated.
