Recoil 18" set up questions

Just got one to use as a recovery boat, and fun ripping around.

Question: Is one supposted to use a straight-edge, and align the turn-fins with the centerline of the vee, so they are parallel?

Ideally, turn fins are both perpendicular to the transom and the bottom of the hull and swept back to limit the amount of drag they cause while the hull is tracking a straight line.
