Zelos 36 Twin - Where should for/aft CG be?

Hey guys, I was wondering where my center of gravity should be on my Zelos 36 Twin and where are you guys measuring from? I thought that a cat should be 30% measured from the transom, but based on where I see everyone mounting their batteries it must be more than 30%? I'm setting it with two SMC 3S 9000mah packs and to get that 30%, only a couple mm would be under the hull. I'm not trying to set any speed records and don't want it to blow over because I run it in a river most of the time and it can get sketchy retrieving a boat with the current.

No Expert here but it seems to me you have to get as much weight as you can up front. I have been running my to 3s 5000mah packs all the way forward with my struts set at 3.5 mm and I'm still seeing the front bounce up and down. It's weird because last week when I ran it it was running pretty smooth then yesterday it was bouncing again. The lake conditions were what I thought identical both times wind also 7 mph both times I was running into and down wind
