are you planning in racing oval or SAW? I think you'll find out that 70mph will be a tall order in either case... I think the SAW record is 58mph and some change from '07...
but it's not all bad, people have been achieving higher speeds... not too much higher though.
There are three schools of people as far as motors go... there are that think the 1527 is the motor to go and think that the 2215 is too heavy and fast for a scale boat... and there are the 2215 owners. The third group is trying alternate motors.
I guess it'll all depend on how much $$$ you wanna sink into the boat (no pun intended). You'll need a max of 10s and 10,000mAh if you wanna compete and doors are open if you wanna just play around. Oh, don't forget the ESC, that will have to be something that can take the "heat".

If you really want 70mph, then the 2225/1.5Y on 12s2p is more suited... your hull better be big to fit all this... what hull is it?
You should spend the money and get a good ESC to handle all that power.
I think, just to be on the safe side, 2x 5000mAh (35c) minimum.

1527/1.5Y on 10s1p (35c cells) or 10s2p (25c) in a way where it comes out to be 200amps discharge...

This boat belongs to a friend of mine, and is VERY fast and impressive to see. Probably the only one of its kind in New Zealand at the moment.

something that will turn out to 200 amps constant...
                    like this:
                    8000mAh for the 25c
                    6700mAh for the 30c
                    5700mAh for the 35c
                    5000Mah for the 40c
