Whats the GPS system that uses your phone?

Watching RC boat speed runs on Youtube. Guys have an app on their phone that shows the top speed of the vehicle. Anyone know what it is, how it works, where to get?

You download the app you see in the YT videos to remotely start/stop it, and see the speed results once the boat is back close enough to your phone for the app to reconnect by BT. The app also stores all of your run data
