    Radio antenna placement?

I know that for a carbon fiber hull.-you must put the antenna on the outside.

Is a Carbon Kevlar hull the same, or like a Fiber Glass Hull??

I would think the same as Carbon.

In short, yes it is the same as a full carbon hull.

A fully conductive grounded container around an object is a faraday shield and it bocks all RF signals in any frequency that we would even loosely class as radio.

You can create holes in that faraday shield (including turning it into a mesh), and it turns it into a faraday cage which still blocks all RF signals that are of a bigger wavelength than the size of the holes.

2.4ghz has a 125mm wavelength so you would need a VERY loosely woven carbon cloth not to impede the radio signal, or much higher frequency radio (if for example 3k carbon/kevlar cloth has 2mm square holes in the carbon weave you would need a radio operating at >150ghz to achieve good penetration).
