You have measured it I suppose ? If it is the case it is a coherent value. The new hobbywing 56113 motor with an integrated temp sensor (800kv 4 poles and 1210 gramms and 3.2A I0, no voltage given, certainly at 15V, see the datasheet) is annouced at 4.9 milliohms. The castle 2028 is 4 poles 1Y 1230 gramms so it seems to be very very similar configuration. The hobbywing winding config is unknown but certainly the same as the 2028.

This new hobbywing is possibly a good quality/price ratio motor with the 2028. It would be interesting to have a side by side comparison
