Without a picture to see how bad and exact location of cracked transom hard to give best and relevant answer.

Resin is not very strong by itself. Generally anything cracked in the transom you would want to strengthen it up with some matt or cloth and resin on the inside. Clean it well with lacquer thinner and scuff up with 60-80 grit paper.

That is so tight in there,I filled the transom with resin and put some cloth on the outside, the bottom nuts pulled thru the seam ,how do you get to those nuts on the inside?

So here's my repair if it happens to you ,the lower nuts pulled thru the seam and cracked the seam across the back ,pulled the fiberglass on the top 1/2 out a little ,used CA glue and clamps to repaire the seam, then dumped a little resin on the inside all across the back, used a dremmel to flatten the rear and added some resin and cloth to the outside of the transome then built it up a little so I could sand it flat,re drilled all the holes ,made a backing plate for the rudder to go on the inside ,bolted it all up ,stronger than before,I'm running an off set rudder and don't really see where a shear bolt would hold up ,anyone running a shear bolt on an off set rudder tell me where you install it please ,thanks ,hope this helps the next guy,
