As this site seems to be as reliable as a 1970's FIAT....how do people sign up for races? Trying to get someone signed up for the Mich Cup

I don't understand it? I know this guy has no budget and wants to do it himself but how hard can it be to put it on a reliable server? He has the programing done. That is the hard part. I bet I could host it for very little maybe nothing.
