Cooling water not flowing?

I did some searching but haven't found an answer yet.
I have a fantasm cat with rudder pickup and am not getting any water exiting the outlet, at any speed.

I've tried blowing through the water line and that works, used compressor and blew air through line which worked too. Did the same to rudder top and the inlet, seems clear too.

Motor, esc are cool to touch after 1 min run but don't want to push it.

Where else could the blockage be?
What next?

First put a gallon of water up high with hose from gallon to rudder and the suck hose at rudder to get water to flow and go from there.
