Not familiar with that boat at all but you could check out zippkits for a motor for the JAE mini which is a 17" rigger.
A Turnigy marine 60 amp esc would be more than enough, if it fits! I built but have never ran a JAE mini, get all your hardware and electronics including the battery you intend to run. Move stuff around until everything fits and the CG is set right, then install everything in that spot permanently. Small boats are a big pain in the butt to work on, especially if things aren't installed in a way that gives you access and the proper CG.
Possibly an octura 1/8" shaft strut and rudder, ran one on a shovel nose hydro about the same size.
The transom isn't really drilled wrong, but they should at least tell you exactly what hardware to use! There isn't really a standard spacing for hardware.
Fill the holes with wood dowel epoxied in then drill for whatever hardware you chose, standard thing to do when you buy a used hull.
If my boats upside down then who owns the one I thought I was driving the last two laps?
