I am laying fiberglass cloth in the hull of a mono to add strength. After applying the epoxy to the hull and laying the cloth, should I allow the epoxy to dry before applying to the top of the cloth?
No you wet the whole thing in one go making sure theirs no air bubbles trapped, you can use the brush to work out any bubbles & also remove any excess resin or use a metal roller if you have one.
