    IMPBA cell voltage question

In the current IMPBA rulebook under the battery section it states:

"A voltmeter will be used to measure the total voltage applied to the input of
the speed control(s), un-loaded, with a fully charged ‘pack’ will constitute
technical conformance to a class voltage limit. A plus or minus voltage
percentage of 17% will be allowed."

This would allow for cells to be charged to 4.38V/cell. Is the correct? The last sentence is highlighted in yellow, perhaps to indicate mistake?

The IMPBA National Records Chairman told me that they use the 17% rule and tech SAW boats before their runs to make certain that they do not allow an illegal boat to compete. I'm sure he'll chime in too with more detail.

It is not a mistake. I believe it is highlighted for emphasis.
We have been using this formula for 6 years and it has worked as intended.

        Thanks for clarifying Chris,

The topic of cell voltages per class was brought up in an offline discussion.

BTW, is your email address correct on the IMPBA website? Should it be @MSN.com?
