does sanding the bottom of a hull help

I have a minicatracinghydro would sanding the bottom of the hull a little help pick up a mph or 2

I always sand and polish the bottom of my boats before a big race meeting , I dont actually know if it helps or not though.

well not polish but ruff it up a little with some scotch brite to knock the gloss off it
