trim tabs needing to be flush?

I have a question about trim tabs...how much does it matter if the tab when at 90 deg. sits level with bottom of hull,as in if the trim tabs were mounted a little high on a transom would this cause any issues.I ask because I have a boat that has tabs mounted up higher and they have to be screwed down far in my opinion to meet the bottom of transom line?

Tabs need to be about 3-4mm above the bottom of the transom............never flush.

My SV27 when new had the trim tabs mounted way above the hull bottom. I took them off and elongated the holes with a small round file until the tabs were almost even with the hull bottom. Alot easier and neater then redrilling the transom.

Mount them about 1/16 to 1/8 inch above the bottom of the hull.

If you mount them level with the bottom of the hull they create more drag, as been said mount them up from the bottom.
