need advice on newbie boat situation

so my stepdad is very anxious to drive my souped up df29 at his waterfront property......I have no issue letting him drive it but want it kept under control for his new skills, shall I prop way down to the point of near cavitation or shall I limit the epa which I dont think is a great idea due to running the t180 at 50 percent which doesnt sound good? any ideas hmmmm

Try running 1 less cell. So if you have 4s boat run 3s on it

Put a smallish 1.4 pitch prop on it.
