You need a good matching primer for paint to bond well. Otherwise most paint will peel when pulling tape off hatch. I like matching Krylon primer and paint. Krylon also makes a new paint with primer mixed in which I have not tried.
Scuff hull, then prime, then paint (be sure to follow directions on spray can) -
I've had good results with Krylon primer + Krylon paint. If you go to the OSE Tips section, there is an article on spraypainting.

I used plain white Home Depot enamel for a base on a hull that will get vinyl graphics eventually, used 400 grit to sand the hull first, prep wipes to clean it then duplicolor primer followed by a light wet sand, clean the hull again and sprayed the white, I have 2 days testing into it and haven't had any paint lift. Now that I know it runs well I'll do the graphics followed by clear.
First time I've used anything but automotive paint and I'm very pleased with the results.
I'll still coat it with automotive 2 part urethane, no other clear coat can compare, wet sand and buff for that super deep high gloss hard as nails finish.
I don't trust Krylon at all, sometimes it works beautifully others it crinkles the coat underneath, been many, many horror stories about bad paintjobs, yet just as many good ones. Some people must just have the krylon touch.If my boats upside down then who owns the one I thought I was driving the last two laps?Comment

Note that there are 2 types of kyron. One is krylon "fusion" which is supposed to be good for plastic and states that a primer coat is not necessary-- I have not tried that one, and I think I read some theads where that type caused problems (can't remember...).
I also think application method may have a lot to do with it. I followed the OSE Tips pretty closely and had great results. IE, proper sanding before painting, sanding between coats, making the first color coat a "mist" coat which helps with physical bonding for the next coat, etc.
But spray paint does chip easily so you have to touch it up a lot.
