Interesting boat. I like it. Unfortunately we don't have enough information on the boat and the type of hardware that you intend to use. I would have to assume you are going to use some kind of surface drive/strut system. If that is the case I would say your components are close. Your first question though was is this system enough for this boat? Enough to do what? Make it go forward, enough to make it race competitive? Two big differences. I am not trying to be cute or sarcastic but I am trying to give you some idea as to how we normally approach a subject like this. I am a little concerned about the KV rating of your 3650 motor. Others may feel different but I think you would be better off with a lower value because too high a KV rpm per volt number means the motor will get real hot when over loaded. The motor size, the speed control (ESC) and your base battery setup is all very normal and should be very acceptable for a boat of your size. I guess your prop size is 42 mm in diameter. I think for a initial run you would be better with a smaller size prop until you learn how the motor is affected by your particular setup. If you can take a photo or two showing the rear view with hardware and maybe some idea about the weight of the boat we can answer more with certainty.

As said it depends how fast you want to go so using a 3300kv on 3s your looking for some speed. A 3650 size motor in a 32" mono is on the small size ecspecially with that kv giving 36600rpm unloaded, You need to start with small props & check temps.
