    Best system for what??

And don't worry about discharging lipos, they are not NiMH or NiCad and do not need to be "cycled".

I use PolyRC (Enerland cells) from RC Lipos

I use Hyperion DUO chargers. Built in balancers and they have proven easy to use and reliable under even the toughest race conditions.
    Don't get me started

Depending on your present and future requirements. Look at FMA, Hyperion and Shulze for LI-PO chargers.
Thunder Power, Flight Power and any other top quality manufacturer.
There are no bargains to be had for chargers or batteries and always balance charge.
      My 2 cents

True, but they do need to be stored in a partly diacharged state. Assemblers recommend that for long term storage - over a month - that cells be discharged to between 3.8 and 3.9 volts. I just run them in my boat for awhile, store them, and don't charge them until I need them again.
