Is this a pin or set screw???

Hi
I have OS lower unit and have no idea if the prop assembly prop dog has the pin or set screw?
if this a set screw, what key will work with it?
I have tryed all of my and have no success with it wich makes me think this may be a pin....

it's a "hollow roll pin" , hense it appears to be an allen key. (but it is not really an allen key)
