    strange esc behavior

I bought a Hk ss 200 amp esc. I thought since I always open and inspect them before use I would catch any flaws in assmbly. I opened it on arrival and other than the cooling block was touching the motor wires (bad) it all seemed well assembled and looked fine. I added some extra caps (low esr) and hooked it to a motor to begin programming. It doesnt seem to arm. There is no sound until after it's un hooked and sits for about 30 sec when the caps discharge it lets out one beep. otherwise it doesnt work. Has anyone ever encountered this odd behavior. Im feeling that it is likely a DOA POS!!
