Pool noodles work REALLY well... Hang enough weight off the end of a shorter piece of pool noodle to hold it up vertically and you're set...
Our club has covers made that cover a cluster of 3 noodle pieces, with eyelets on the bottom. We string a caribeaner (sp?) through the eyelets, and then have a string with TWO weights... with the string strung through the caribeaner... One weight is heavy and goes to the bottom... the other is lighter, and dangles in the water. This keeps the string taught when waves or water level affect the string length.
Boats can hit these HARD without much damage...

Not sure if your looking for buoys you can deploy and retrieve from shore without a real boat or just how to make them?
I've seen the sailboat guys use markers that they pull off an RC barge or tug and the weights are tied together so they can reel them back in to shore.

That sounds like a neat idea. Pics would be helpful. As I'm pretty much a visual learning person.
The pool noodle is a good idea. I figured id end up using them but didnt know how to secure them. With a little dif design we should be able to retrieve them with our retrieval boats.
