I assume its the distance from the transom to the rudder. What does this distance affect, particularly on a cat?

Yes. it does refer to the distance between the transom and the rudder blades leading edge.

I know that most gas cats turn better with very little rudder setback. Most monos run better with allot of rudder setback. I could not tell you why that is.....
