Need help with hull that is messed up

Story of all that has happen, got boat damaged hull, repaired with bondo and putty, did not know what I was doing at the time, painted it a few times with troubles, left it go. I decided to fix the hull right and strip the paint, I used a diegrinder with a sanding disk to get off the paint and fiberglassed the repears, I used red glazing putty and ran it over the whole surface to take care of all the low spots, I sanded it smooth but a lot of the sanding marks where still there. I was sick of working on it so I sprayed. I was masking off areas and when I pulled the tape off the putty cam with it, is it worth trying to fix or am I better of starting with a fresh hull?

I ended up glassing the whole hull, do I need to cover the whole thing with filler?
