Yep, the whole setup is too small for a 30" hydro, you need to go 4s, I'd use the entire UL-1 setup in a hydro of that size. Be damn fast and reliable. Or just the UL-1 motor and a chinese 120 amp esc.
The setup you're asking about would draw a lot of amps, especially if the motor can size is big enough to run that boat.
    More volts=less amps.
Remember watts is volts x amps.
a 100 watt setup on 10 volts would draw 10 amps, the same 100 watts on 20 volts is 5 amps draw.
You get the same power both ways but one uses twice the amps.
Amps is what cause things to heat up and go boom! Not volts!
You can also get away with lower C rated batteries, because you are not drawing the amp load that a lower voltage would draw to get the same speed.
In general it is easier on the system to run a higher voltage on a lower KV motor, for fun running I'd go with as high a voltage as I could fit in the boat within reason. If you're looking at racing at some point that hull would be a P or 4s class boat. It would be too small to compete against the bigger 6s class boats.
Which ever way you go remember the final part of the system that controls the amp draw is the prop. Start small and work your way up, checking temperatures after a minutes running.
If my boats upside down then who owns the one I thought I was driving the last two laps?
