Two common uses. One, when a BL motor does not run smoothing - jumping and doing a start-stop dance when throttle is applied. It can happen with the wrong ESC settings - timing, PWM - or if one of the three motor wires loses contact. This is cogging which will damage your ESC.

The second use describes the effort to turn a BL motor over by hand. This is a function of magnet strength and motor construction, but a low cogging force does not automatically mean you have bad magnets.

"Cogging" The controller does not stay in sync with the rotor at lower rpm's. The motor runs and sounds real ruff or can jump back and forth, but smooths out at higher rpms.
