I have $2000.00 bucs and I want a boat that is capable of 2 kmh..batteries will be 4 AAA..what ESC ...prop...no Aussies may respond??

are you doing your high power batts in parallel or series? You obviously know too much to be working on such a simple project - at least you have a moderate budget...
I would go with a prop from your radiator fan and a resistor ESC - oughta do it. put the ESC behind the fan for better cooling.
