Cc bec

I just bought a CC BEC and I am going to be putting it in my Miss Bud boat, but I am not sure if I could put it in a balloon because it says it needs airflowing through it. Also is it water proof enough to just be left inside the hull somewhere?
Just let me know your thoughts on this.
