    Paint boats

I've been told that painting a boat below the water line will drastically affect its top speed.

    Is this true or not?

If so what needs to be done beyond an average paint job to paint below the water line and not sacrifice your speed?

I have found it makes it faster as long as the planing surfaces are sanded and little rough.

Sharpen all trailing edges if rounded, add filler if needed to make square. Also lightly sanding all wet surfaces to lower surface tension like Randy suggested.
