I think he means that you can dynamically balance a coupler that is not running true. If the centerline of the coupler does not coincide with the centerline of the motor shaft, there may be no vibration until the flex cable is attached. Then the wobbling cable will set up vibrations. But boring the coupler to the exact motor shaft diameter will not guarantee a vibration-free setup if the hole is not in line with the motor shaft.
