Teflon tube doesn't stay in place and water help

When I took my boat out for the first time on Sunday the teflon tube didn't stay in place. It moved out of the boat into the stinger strut. Any ideas why this might happen? Also I had water come in the boat but don't know where from because nothing came in when I tub tested it. Does anyone use that foam sealing tape on their hatches like the stuff that is used on windows and doors? I was thinking of trying that. Also think maybe there is spots where the hull is joined with the interior shell might have spots where it might not be sealed up either. I was thinking of using silicone to try to solve that.

you Teflon should not move. it should be a little bit shorter then your flex shaft.
is it moves it should move up and down by only 1/4of a inch.
you could try locktite on it
