I need you guys opinion regarding my setup, whether it is safe to go for 4s with my ammo 36-40 3900kv and 31mm prop(3.7 pitch). I have a seaking 60a esc.

No, the motor Kv is too high and you will likely blow the ESC. For fast sport running/oval racing, aim for a theoretical rpm of 25,000 to 30,000 when multiplying the Kv time the nominal voltage. You come out to nearly 58,000 rpm, twice the desired maximum number. Stay with 2S, or if you insist on running 4S, get another motor with a Kv around 2000.

I set the IMPBA 2S SAW record with my MicroDrifter turning 43,000 rpm - that's SAW territory, not for sport running.
