    Lipo cells unbalanced

My last outing of my Pursuit sucked. After 10' the prop shaft went to Davie Jones. Water entered the hull but it didnt sink. Some water on the batts but not fully submerged.

I let this stuff dry outside covered porch for days.

Just went to charge my batts. I noticed my #3 cells read drastically lower than the others. So I stopped and put the cell key on the batts. Most cells were in the 4.2X range but one cell was 3.9V

    Is the battery toast?

Anyway to try and save? Im currently discharging on charger and was going to try and balance it all by itself.

Or should I just toss it in salt water and buy new?
