Question about building a foam rear ski with plywood sheeting for rigger

I have been adapting the plans for the JAE .45 twin to make a new electric rigger and I dont quite understand how the rear ski is supposed to work. They say to cut out a piece of foam 1 inch thick in the shape of the ski template and then sheet it with 1/16 plywood, but I dont understand how the stuffing tube is supposed to go through the solid foam. Am I missing something here. Help would be greatly appreciated.
