I'm surprised that some of the 1/10 scale racers haven't answered for you.
I don't race 1/10 scale, but I do race a couple of sport hydros around that size.
The Aquacraft AQUB9539 fin works very well for boats that size.

But if you want to make one of your own, here's a good design. Not mine. But I have made a couple & they are good. I can't remember who's design it is, but it was someone from this site from quite a few years ago now.
