Broken Off Screw

So I re-did the hull on my Impulse 31 v2. While attempting to re-install the right fin I snapped off the screw in the hole. It is so small that even my micro screw extractor can't remove the broken screw. Any ideas because im completely out of them.

drill it out and tap it, or drill it and use a nut and bolt
