Questions about painting and drilling holes

Hey, I'm relatively new to the whole RC Boating scene. Recently got rid of my brushless Ofna MBX Pro so I have some funds ready for a small project.

I've been having a great deal of fun with my ProBoat Mini-V, but the hull is getting to look old and ragged. I'm going to purchase a replacement hull and hatch, but the question is, what type of paint to use and how to apply it?

Also, the boat came with upgrade turn fins and trim tabs, and i'm a bit weary about drilling holes in a brand new hull. How are these things kept waterproof when you drill under the waterline?

    Thanks

Edit: Any sites for inspiration on a paint design would also be great!

I generally spread some 'aquarium cement' on the mounting face of the hardware, making sure to put some around each hole. then bolting the hardware on. wait 12-24hrs and cleanup any excess that got squeezed out and would cause drag.
Still waiting for my boat to come in.it came in
