I'd say two little screamers. 32cc is a big engine to replace with one 63mm outrunner.

Is this a cat or a vee?

Randy Naylor is running one littlescreamers in his 1/8 proboat Elam. It's a Zenoah boat. He's getting 65-70 mph with that bad boy!

The elam is also a 45" hydro.

A 60" boat is most likely going to be a cat or a mono, I don't know of any hydro's that big. Being a cat or mono, it will require more power than a hydro.

I guess it all depends on how fast he's wanting to go.

A Neu 44xx series would push that boat but I doubt you would get the rpm range to get it going fast. And the cost would be very high when compared to a gas motor for performance. When you start getting into horsepower ranges above 15hp per motor the cost goes right thru the roof for electric power and gas looks much better. Controllers are expensive and so can be the batteries too. There are some custom builds out there pushing big hulls fairly fast but not RC. So builders tend to revert back to brushed setups.

I only know of a couple serious military programs that are using 20hp or bigger brushless motors and the controllers alone for those (Aveox was one builder) are in excess of 12 thousand dollars apiece and break frequently. And they tend to be one of a kind plus are pushing over 300 volts DC. Danger really reigns there!
